Westland Housing Commission


Section 8 Housing Choice Voucher Program (HCV) – The Westland Housing Commission administers 1,090 vouchers for the Section 8 Housing Choice Voucher Program. The Westland Housing Commission is not accepting applications for this program at this time.


There are approximately 3,000 applicants on the current waiting list. As of May 1, 2007, applicants on the Housing Choice Voucher waiting list can access their place on the list by accessing the link below.


No information as to a person’s place on the waiting list will be provided via the telephone due to the great demand for this information and limited staff time available to service this demand.

Changes to application information can be made using the form below. The form must be completely filled out and delivered to the Dorsey Center for processing. We recommend that you make a copy of the form prior to delivery.

The Westland Housing Commission does not own any rental property. In order to assist you with your general housing needs, a book of available rental properties owned by individuals is located for review in our office. Listings of HCV Program landlords and apartments in the City of Westland are available for distribution.



Landlords who would like to list their properties in the rental listing book may request a Vacant Unit Form or they may send a one page description per property. Landlords who participate in the HCV Program and want their name added to the HCV Program landlord/owner list may request a form to do so. The forms may be printed from the link below and delivered to the Dorsey Center.

Family Self-Sufficiency Program - The Family Self-Sufficiency (FSS) Program is available for families receiving a HCV Rental Assistance Program Voucher through the City of Westland Housing Commission. The purpose of the program is to work with families to move them off all forms of public assistance, establishing a five-year work and/or education plan with a FSS case manager. FSS staff assists the family to overcome obstacles to self-sufficiency, links the family with the appropriate service agencies, and provides counseling, job training and education assistance.

Assisted Living Housing Choice Voucher Program – The Assisted Living Housing Choice Voucher Program provides HCV Program voucher to eligible applicants, age 50 and over, who require the advantages of assisted living. Through this program, participants must select to live at one of five assisted living communities located in the City of Westland. In order to participate, applicants must meet Federal income guidelines, as determined by HUD income limits, adjusted by family size. The waiting list for the Assisted Living HCV Program is open. Interested persons can receive additional information and an application by visiting or calling the Dorsey Center.

Community Development Programs

Homebuyer Assistance Program – The City of Westland Homebuyer Assistance Program provides down payment and/or closing cost assistance in the maximum amount of $5,000 for homes built prior to 2000 and $10,000 for homes built since 2000. In order to participate, families must meet Federal income guidelines, based on 80% of Detroit median income as determined by HUD income limits, adjusted by family size. Families must purchase a home in the City of Westland, with a maximum purchase price of $297,500. The Homebuyer must be low/moderate income at the time the household initially occupies the unit, or at the time HOME funds are invested, whichever is later. There is a liquid asset limit of $10,000 per household. Applicants must qualify for conventional mortgage financing. If the homebuyer sells the property during the 5-year term of affordability, the homebuyer must fully repay the down payment assistance (no pro-ration or deduction) to the City of Westland. Applicants must apply for assistance through National FAITH Homebuyers, Inc. by calling 313-255-9500.

Emergency Home Rehabilitation – Emergency rehabilitation grants, loans, or deferred loans are available for low and moderate income homeowners to make limited repairs of hazardous housing conditions that may jeopardize the health or safety of a homeowner. Examples of emergency conditions include, but are not limited to, repair or replacement of fuse panel, electrical service, furnace, hot water heater, water break, roof leak, sewer back up, or basement flooding. In order to participate, homeowners must meet Federal income guidelines, as determined by HUD income limits, adjusted by family size.

Barrier Free Home Access – Barrier free home access grants, loans or deferred loans are available for low and moderate income homeowners to improve accessibility and convenience for persons with permanent physical handicaps. Repairs include: installation of ramps, grab bars, handrails, doorway and cabinet alterations, and modifications of bathroom fixtures. In order to participate, homeowners must meet Federal income guidelines, as determined by HUD income limits, adjusted by family size.

General Home Rehabilitation – General rehabilitation grants, loans or deferred loans are available to low and moderate income residents wishing to have their homes meet federal Housing Quality Standards and/or local building codes. Homeowners may apply for a one-time general rehabilitation project. Qualified homeowners may receive repairs including electrical, plumbing/heating, and structural items such as roofs, doors, windows and energy conservation. In order to participate, homeowners must meet Federal income guidelines, as determined by HUD income limits, adjusted by family size.

HOME Rental Rehabilitation Program – The HOME Rental Rehabilitation Program improves the living conditions of lower income families through selective rehabilitation of sub-standard rental units in the Norwayne and Carver subdivisions. In order to receive a forgivable matching loan, the owner/developer must follow the following program guidelines for a five year period following rehabilitation:


Rent the unit to a low income family.Provide annual family income information.Provide rent levels are affordable to low income families, based on program standards.Comply with the Federal Section 8 Housing Quality Standards and City of Westland building codes.

Dorsey Center Activities

Commodities Distribution – Food Commodities distribution is held at the Dorsey Center for income qualified Westland residents living north of Michigan Avenue, usually on the third Thursday of each month. To qualify, the residents must meet the following guidelines: 130% of Federal Poverty Income Guidelines for those under 60 years of age and 160% of Federal Poverty Income Guidelines for those 60 years of age and older. Surplus commodities are distributed to residents living south of Michigan Avenue on the third Monday of each month at St. James United Methodist Church at 30055 Annapolis between Henry Ruff and Middlebelt Roads. Qualified residents of Greenwood Villa may pick up commodities at Greenwood Villa.  Qualified residents of Taylor Towers may pick up commodities at Taylor Towers on the third Wednesday of each month. Dorsey Center Rental Information – The Dorsey Center is available for rental to community groups and private individuals. The Dorsey Center accommodates gatherings up to 100 people (seating for 80). Kitchen facilities are available. A $30.00 security deposit is required, and must be paid at the Dorsey Center at least five days prior to the event.
